To allow Notes users to install Eclipse-based (Expeditor) applications into Lotus Notes, you can set it via desktop settings in a policy or by adding a line to the plugin_customization.ini file.
After this is done, the user can install or update applications in the Notes 8 Standard client by via the menu using File --> Application --> Install.
